Chechen leader blames U.S. as 'root of evil' in Boston Marathon bombings, Pro-Moscow Chechen leader Ramzan Kadyrov, the authoritarian and eccentric 36-year-old head of the Chechen Republic, took to Instagram to publish a statement on the actions of the Chechen suspects in the Boston Marathon bombings.

Yahoo! News reprinted the April 19 Associated Press release, in which the Russian-installed leader of Chechnya criticized the U.S. for killing 26-year-old Tamerlan Tsarnaev, and blaming the violence these men caused on their American upbringing.

"The root of evil should be looked for in the United States," Kadyrov said in comments posted after Tamerlan Tsarnaev had been shot dead and while the manhunt was still on for 19-year-old Dzhokhar Tsarnaev.

While Kadyrov did express his condolences over the “tragic events” and wished “the injured quick recovery,” he clearly wanted to place full culpability on U.S. soil.

"They (the brothers) grew up and studied in the United States and their attitudes and beliefs were formed there," Kadyrov said. "Any attempt to make a connection between Chechnya and the Tsarnaevs is in vain."

Kadyrov has the support of current Russian President Vladimir Putin and is a recipient of the Hero of Russia medal, the highest honorary title of Russia. He has been given credit for uniting his region, but also is under heavy criticism from the international press and Russia due to alleged corruption and human rights violations.

"Tragic events occurred in Boston. People died as a result of terrorist activity. Previously, we expressed our condolences to the people of that city and the American nation. Today, according to the mass media, someone named Tsaraev was killed during attempts at his apprehension. It would have been more logical to detain him and investigate, to determine all the circumstances and the level of his guilt. Obviously, paramilitary forces needed to achieve results in order to pacify the populace, at any cost. Any attempts to link Chechnya and these Tsaraevs, even if they are guilty, are futile. They grew up in the USA and their views and opinions were developed there. Look for the roots of this evil in America. The entire world must fight terrorism together. We know this better than anyone. We wish the injured quick recovery and share the sorrow of the American people."
