Paul Kevin Curtis was obsessed with conspiracy theories and had a long history of arrests according to the Jackson ClarionLedger. Prentiss County Sheriff Randy Tolar told the ClarionLedger that Curtis had been arrested about four times for a range of offenses including telephone harassment, stalking and simple assault. On Facebook, Curtis has claimed that he is on the front lines of a secret war against the mafia and a black market organs harvesting scheme. He argues that people's body parts are not safe and that they are for sale to the highest bidder.
Tupelo Democratic mayoral candidate Jason Shelton blocked Curtis from his Facebook page and reportedly told reporters that “I think he’s insane and out to harm people.” The ClarionLedger page shows Curtis posing in front of a Lexus with a "Christian and a Democrat" bumper sticker on it, but Curtis lists his affiliation as non alligned on his Facebook page Kevin Curtis Live. He also has two images of hand guns on his page with the caption "say hello to my little friend" beneath it. Curtis has not been found guilty yet, and no motive has been established for the sending of the letters, which are undergoing further testing to determine whether they contain lethal amounts of ricin or not.
